Does This Nebraska School's Advice on Handling Bullies Help Victims at All?

Today in "So Wrong It's Scary" news, Jezebel reports that fifth graders in Zeman Elementary School in Lincoln, Nebraska, were sent home with a flyer on how to deal with bullying, which appears to have been written by ... former fifth grade bullies.
As you can see, it's tough to pick the worst nugget of advice, but I'm pretty sure it's gotta be Rule #7:
Do not tell on bullies.The number one reason bullies hate their victims, is because the victims tell on them. Telling makes the bully want to retaliate. Tell an adult only when a real injury or crime (theft of something valuable) has occurred. Would we keep our friends if we tattled on them?
You have to wonder: Has the Zeman school board seen the news lately? Bullied pre-adolescent students aren't committing suicide over stolen iPods or overt violence. They're being driven to it by verbal abuse and cyberbullying — not to mention being made to feel like tattletales for telling adults what's going on.
After hearing from angry parents, Zeman school officials have apologized and attempted to remedy the situation.
